Auckland Transport’s Network Operating Plan provides a reference for how Auckland’s transport network is to be operated safely and efficiently for all modes. The Network Operating Plan provides the connection between strategic aspirations and day to day operation. Edin has been involved in various stages of the development and implementation of the Network Operating Plan. Key contributions include the generation of multi-modal user experience and level of service definitions, development of the Network Operating Plan guide and completion of a number of SmartRoads assessments for Auckland Transport projects

Whole of route bus priority: Edin carried out an assessment on all of AT’s 'Frequent Service Network' bus routes to identify corridor upgrades necessary to provide whole of route bus priority. This assessment included an estimation of benefits and costs to deliver this extensive and ambitious programme and preparation of a Board paper, used to obtain approval for the programme. This work has since been developed into the Connected Communities programme.

Redoubt Road Dynamic Lane: Edin provided project management, business case and design support for the AT trial of dynamic lanes on Redoubt Road. The Redoubt Road Dynamic Lane involves the introduction and coordination of mid-block pedestrian signals. This project involved coordinating AT’s internal working group along with external consultants through the processes of design, formal NZTA approval and Gazette Notice, key stakeholder and public consultation, AT resolution approval and construction.

Standard Protocols: Edin’s team have been leading the development of standard protocols for intersections to provide a consistent strategy of operation across the Auckland Network. This work involved reviewing existing best practices and compiling them into succinct standard format for easy reference. The development and review of protocols required a balance of safety and efficiency through both Safe Systems and the Network Operating Plan. Protocols included: filtered right turns, traffic signal cycle times, cyclist protection, LED road studs, signal detection, and advance detection strategies.

Whangaparaoa Road Dynamic Lane: This was the first use of dynamic lanes on a road with adjacent accesses in New Zealand. The project resulted in significant travel time savings and reduction in congestion. Edin provided project management and engineering support, through the trial application, design, implementation and monitoring post implementation, working with AT and Waka Kotahi.

Signal Cycle Time Trial: Edin has had the opportunity to work with AT to develop a trial on the impacts of implementing reduced signal cycle times at major intersections. This work has involved traffic modelling, link travel time analysis, drone video monitoring and video analytic analysis.

Bus Benefits Analysis: This work involves a review and report on recent bus priority projects to help illustrate their impact in order to inform future investment decision making.

Maioro Road Special Vehicle Dynamic Lane: Following on from the success of Whangaparaoa Road and Redoubt Road, we have had the opportunity to complete a concept investigation and provide design options for a dynamic lane on Maioro Road.
